When I click on "To" in OWA I can't get my contact to show to select e-mail address
When I click on "To" to select a contact to send an email to in OWA 2003, I get a search window and I need to see a list of my contacts to pull from. I don't want to go through the search process, so how can I get all the contacts to show.

You still need to do a search. Put a space in the search box and then press search and it will list them all. It is not possible to get the contacts to just list without doing a search.

Agree with Sembee.
This behavior is by design. While OWA doesn't provide the ability to scroll through the contents of the GAL, it does allow you to query the GAL using the
Find Names window.
It shows all contacts in the OWA 2007 & 2010.
